The City and County of San Francisco's Department of Public Health secured a $9,895,834 grant from the California Department of Social Services (CDSS) Community Care Expansion Program for the new construction of an 84-bed Substance Use Disorder (SUD) residential step-down facility, known as a Recovery Residence, on Parcel E1.2, Treasure Island. This $71,841,668 project aims to provide transitional sober living housing and comprehensive supportive services for individuals with substance use and co-occurring disorders, prioritizing 100% SSI/SSP adult residents experiencing or at risk of homelessness. The six-story building will feature five levels of wood frame construction above a reinforced concrete podium, designed to achieve LEED v4.1 certification and be all-electric. It will include communal dining, house meetings, therapy offices, group rooms, laundry, pantry, fitness facilities, and a commercial kitchen. Services will encompass peer recovery support, counseling, employment assistance, and permanent housing linkage, with the facility also prepared to accommodate additional SUD residential treatment programs if needed. The grant term extends through June 30, 2029.
