This ordinance amends the San Francisco Park Code to grant the Recreation and Park Department (RPD) the authority to establish fees for recreation programs based on their operating costs. The new fee structure considers various factors, including whether programs are designed for youth, seniors, or persons with disabilities, for whom fees may cover only 75% of operating costs. Programs benefiting the community at large may recover only 50% of costs. All proposed fees require approval from the Recreation and Park Commission and will be published on the RPD's website. Additionally, the ordinance mandates the Recreation and Park Commission to revise its scholarship policy to offer further discounts based on financial need, specifically targeting San Francisco residents with incomes up to 250% of the federal poverty level, youth in foster care, and unhoused residents. The ordinance also includes specific revisions to fees for various programs, including those at Camp Mather, aquatic facilities, and other recreational activities, as well as adjustments to cancellation and administrative fees. The Planning Department's determination under the California Environmental Quality Act for this action has been affirmed. The Board of Supervisors continued this item on its first reading on July 15, 2025.
