  • New Zoning: San Francisco Park Code
  • New Zoning Description: The San Francisco Park Code will now apply to parks and open spaces on Treasure Island and Yerba Buena Island designated for public recreational use, as well as other properties operated and managed by the Recreation and Park Department under lease or agreement. This includes regulations for park operations, permits, public safety, and enforcement.
  • Previous Zoning: Not Applicable
  • Previous Zoning Description: Prior to this ordinance, properties on Treasure Island and Yerba Buena Island, and other non-Recreation and Park Department (RPD) managed public spaces, were not formally under the Recreation and Park Commission's jurisdiction, and therefore, the San Francisco Park Code did not apply to them by its terms.

The San Francisco City Council approved Ordinance 250517, amending the San Francisco Park Code to extend its applicability to parks and open spaces on Treasure Island and Yerba Buena Island, along with other properties managed by the Recreation and Park Department (RPD) under various agreements. Previously, these properties were not formally under the Recreation and Park Commission's jurisdiction, meaning the Park Code did not apply. The ordinance clarifies that the Park Code will apply to Mission Bay Parks and Hunters Point Shipyard Parks, and establishes that the Recreation and Park Commission must first adopt a resolution at a public hearing to approve any agreement to apply the Park Code to new properties. This legislative change formalizes the rules for park operations, permits, public safety, and enforcement across these newly designated areas. Additionally, the amendment allows public use of paved paths in parks on Treasure Island and Yerba Buena Island at any time for the purpose of traversing those parks. The Treasure Island Development Authority (TIDA) and RPD are entering into a Memorandum of Agreement for RPD to begin full management of the TI/YBI Parks System on July 1, 2026. This comprehensive update ensures consistent standards and streamlined management for a significant expansion of the city's park system.
