This ordinance amends San Francisco's Building and Planning Codes to extend an existing Awning Amnesty Program to include unpermitted signs and gates installed before August 20, 2023. It also removes specific design standards for gates, railings, and grillwork on ground floor street frontages of non-historic buildings in Neighborhood Commercial, Residential-Commercial, Commercial, and Mixed-Use Districts. The original amnesty program streamlined the permitting process for unpermitted awnings installed before August 20, 2023, waiving fees until July 1, 2025. The proposed legislation extends this amnesty to unpermitted signs (under 250 pounds and 25 square feet) and gates installed before August 20, 2023, but does not extend the fee waiver beyond July 1, 2025. Applications to legalize these structures after this date will incur fees. For historic buildings, gates, railings, and grillwork must be at least 75% open to perpendicular views. There are exceptions for Cannabis Retail uses that allow for less than 20% open views, provided they install a mural to deter vandalism if less than 20% open. The program aims to recognize the impact of the COVID-19 pandemic on small businesses and their contribution to the city's commercial corridors. The Board of Supervisors passed the ordinance on first reading on July 8, 2025.
