The Board of Supervisors approved amendments to the Administrative Code to establish new Entertainment Zones in San Francisco’s downtown and neighborhood corridors. The ordinance creates the Valencia Street Entertainment Zone (16th–21st Streets), Pier 39 Entertainment Zone, Folsom Street Entertainment Zone (7th–8th Streets, Hallam, and Langton Streets), Ellis Street Entertainment Zone (Stockton–Powell Streets), and the Yerba Buena Lane Downtown Activation Location including Jessie Square. The changes allow open alcoholic beverage consumption in designated areas during Entertainment Zone Events when purchased from licensed premises, subject to state and local requirements. Management plans to be developed by the Office of Economic and Workforce Development will set operational rules and coordinate with existing street closure and permitting processes. The amendment clarifies that non-street closures within certain zones need not secure separate street use permits. The Pier 39 Zone will remain subject to Port of San Francisco controls. The ordinance affirms the Planning Department’s CEQA determination that the action is not a project under CEQA.
