On June 17, 2025, the San Francisco Board of Supervisors approved a motion to direct the Clerk of the Board to prepare findings in support of the Board’s disapproval of a Certificate of Appropriateness (Planning Case No. 2022-009819COA) for a proposed project at 3400 Laguna Street. The project would have demolished two noncontributing buildings—the Perry Connector and the Health Care Center—and constructed two new buildings, the Bay Building and the Francisco Building, in their place. Under the proposal, two existing buildings would be renovated, improvements made to the Julia Morgan building, and site alterations undertaken. The motion specifies the basis for the disapproval, and the final vote was 10 ayes and 1 no.
