On June 17, 2025, the San Francisco Board of Supervisors unanimously affirmed the Planning Commission’s certification of the Final Environmental Impact Report for the proposed expansion at 3400 Laguna Street. The project involves demolishing two existing structures and constructing two new buildings, adding 58,380 square feet of institutional space for a total of 141,580 square feet, and increasing residential care suites from 86 to 109 on a 1.6-acre site. The facility will include a below-grade parking garage, a porte cochère, and streetscape enhancements such as bulbouts and new street trees. The FEIR, comprising the draft EIR and Responses to Comments, was found to be complete, accurate, and reflecting the city’s independent judgment. The Board found no new significant impacts or substantial changes in project circumstances and confirmed that the FEIR complies fully with CEQA and local regulations.
