Ordinance No. 250421 amends Administrative Code Chapters 94B and 94D to establish five new Entertainment Zones and one Downtown Activation Location in San Francisco. The ordinance designates the Valencia Street Entertainment Zone (16th–21st Streets), Pier 39 Entertainment Zone (including the northern waterfront of The Embarcadero), Folsom Street Entertainment Zone (Folsom between 7th and 8th, adjacent Hallam and Langton Streets), Ellis Street Entertainment Zone (Stockton–Powell Streets), and the Yerba Buena Lane Downtown Activation Location (Market to Mission Streets and Jessie Square). It authorizes open consumption of alcoholic beverages during Entertainment Zone Events between noon and 11:59 pm, subject to ABC permits and the zones’ management plans. Events not requiring street closures may proceed without SFMTA street-use permits. The Office of Economic and Workforce Development will develop management plans for each zone, and the Port of San Francisco will impose controls within Pier 39. The Board affirms the Planning Department’s CEQA determination. The ordinance takes effect 30 days after enactment.
