This ordinance amends the Public Works Code to waive the Tier 3 Love Our Neighborhoods major encroachment permit fee and amends the Administrative Code to waive the Board of Appeals surcharge for a project to install the Detroit Street Steps Archway in the Sunnyside neighborhood of San Francisco. The Archway, approved by the Civic Design Review Committee on August 22, 2022, will serve as a gateway to the Detroit Street Steps Project, a community-led effort that transformed a once-neglected stairway into a safe, tiled pedestrian walkway. In 2021, the Detroit Street Steps Project received a Neighborhood Beautification Grant for new lighting, decorative tiles and fence replacements. On February 28, 2023, the Board adopted Resolution No. 90-23 declaring its intent to waive the associated permit and appeal fees to streamline the project’s completion. The waived fees, totaling approximately USD 1,048, include the Tier 3 major encroachment permit fee under Public Works Code Section 2.1.1(j)(2) and the Board of Appeals surcharge under Administrative Code Section 10G.1(c). The Planning Department’s CEQA determination (File No. 250425) is affirmed in this ordinance, which becomes effective thirty days after enactment.
