Ordinance establishes a site-specific Special Use District (SUD) at 5400 Geary Boulevard (the Alexandria Theater) to permit a residential development with a form-based density bonus, increased height up to 85 feet, a reduced 15-foot rear yard setback, and elimination of the Conditional Use requirement. Eligible projects must provide 12 percent on-site affordable housing (10 percent low-income, 2 percent moderate-income), at least 60 percent two-bedroom units and 20 percent three-bedroom units, and preserve key historic features (blade sign, marquee, sunburst chandelier, and interior murals). The Planning and Historic Preservation Commissions hold informational hearings, and the district expires after three years if no building permit is issued. The ordinance amends the Planning Code (Articles 2 & 2.5) and Zoning Map (SUD-SU03), and prohibits additional state or local density bonuses.
