The San Francisco Board of Supervisors approved and authorized a Standard Agreement with the California Department of Housing and Community Development under the Infill Infrastructure Grant Program, securing a $20,095,616 grant for infrastructure improvements at Balboa Reservoir Buildings A and E. The resolution empowers the Mayor’s Office of Housing and Community Development to accept and expend funds for site clearing, demolition, grading, street and transportation enhancements, public water and sewer systems, stormwater management, dry utility installations, and public open space improvements across the 17.6-acre project site. It ratifies prior city actions, waives indirect costs, and sets performance deadlines through June 30, 2030. The funding underpins 128-unit Building E and 159-unit Building A, both 100% affordable LIHTC developments, advancing mixed-income, transit-oriented housing in San Francisco’s City College neighborhood.
