The Board of Supervisors passed an ordinance on May 6, 2025, authorizing an $11.85 million appropriation to fund tenant improvements and furniture, fixtures, and equipment for HSA’s relocation into expanded leased space at 1455 Market Street. The lease amendment expands the premises by 225,883 sq ft, increases annual base rent by $9.3 million to $15.78 million, and moves the operating cost base year to 2027. Funding is drawn from $8.5 million in projected revenue surplus and a $3.35 million de-appropriation from capital renewal projects at 1235 Mission Street. The move consolidates approximately 730 FTEs from seismically unsafe buildings at 170 Otis and 1235 Mission into a modern facility with a ground-floor public service center for CalFresh, Medi-Cal, and other social services, back-office eligibility operations, and HSA administrative teams.
