The Board of Supervisors approved an amendment to the Mission Rock Housing Plan to lower the minimum percentage of below-market-rate residential units required per phase from 30% to 20%. This change aligns Phase 1 unit mix with demonstrated leasing demand by increasing 90% AMI units while eliminating 150% AMI units and maintaining 120% AMI units. It adjusts 73 of 283 Parcel A units and reduces total Phase 1 BMR units from 161 to 132 out of 537 units. Occupied higher-AMI units remain under existing leases; new eligibility thresholds apply only upon vacancy. Upon adoption, the Executive Director is authorized to amend the Parcel A Lease and related documents to reflect revised unit counts and income levels.
