This ordinance amends Administrative Code Chapters 94B and 94D to create five new Entertainment Zones, allowing open alcoholic beverages to be served outdoors during authorized events. It establishes a Valencia Street zone (16th–21st Streets), a Pier 39 zone bounded by the Embarcadero, Kearny Street, Powell Street, and the shoreline, a Folsom Street corridor (7th–8th Streets plus Hallam and Langton Street segments), an Ellis Street zone (Stockton–Powell Streets), and a Yerba Buena Lane activation area (Market to Mission Streets, north side only, including Jessie Square). The ordinance affirms outdoors consumption between noon and 11:59 p.m. subject to ABC permit and management plan conditions, removes the requirement for a Downtown Activation Permit, and exempts non–street-closure events from SF MTA street-use permits. It also requests Port Commission support and regulations for the Pier 39 zone.
