On April 29, 2025, the San Francisco Board of Supervisors adopted Resolution No. 202-25 declaring 772 Pacific Avenue as Exempt Surplus Land and affirming its use by MOHCD for a 100% affordable senior housing development with ancillary commercial space. The resolution affirms MOHCD’s intent to convey the site under a long-term ground lease at an annual base rent of $15,000, restricting its use solely to affordable residential and ground-floor commercial purposes. Under Ordinance No. 256-24, the site is zoned CRNC (Chinatown Residential Neighborhood Commercial) and reclassified into the New Asia Senior Affordable Housing Special Use District, allowing up to 155 feet in height inclusive of State Density Bonus law allowances. The approved project will consist of 175 residential units for low-income seniors, supported by tax-exempt bonds, housing credits, and state loans, with a 55-year affordability covenant. The Board also adopted findings ensuring ministerial approval under AB 2011 and consistency with the General Plan and eight priority policies.
