Approved under Charter Section 9.118(a), the resolution empowers the Planning Director to execute the grant agreement and any amendments. The grant will fund policy and system improvements to remove barriers to housing production, including streamlining permitting processes, updating municipal codes, integrating permitting technologies, and enhancing transparency in entitlements. It will support affordable housing preservation by assessing and stabilizing Single Room Occupancy hotels and partnering with faith-based organizations to develop affordable housing. Funding will also expand housing typologies in high-opportunity areas through pre-approved design prototypes and zoning adjustments. A community benefits framework will be developed to ensure new projects deliver targeted benefits in equity neighborhoods without increasing housing costs. The grant leverages $9.9 million in City staff time and matching funds to amplify impact across all activities.
