This ordinance amends Planning Code Section 333 to require expanded public notification for any legislative rezoning undertaken to meet the City’s Housing Element obligations. It mandates a 30-day mailed notice in the form of 5.5 x 8.5-inch postcards, featuring an 18-point header, a minimum 12-point text body, a QR code, and clear instructions on how to access an interactive map of parcels proposed for increased height or density. The postcards must include a map of affected parcels, sample images comparing existing and proposed zoning, a summary of the legislative process, directions for submitting comments, and how to request a meeting with the Planning Department. Notices are required to be mailed to property owners, residents and commercial lessees within rezoned areas or within 300 feet of such areas. The amendment affirms the Planning Department’s CEQA determination and Planning Commission findings of consistency, disallows waivers by the Zoning Administrator for these Housing Element notices, and directs the Department to maintain online interactive tools to compare existing and proposed zoning.
