The Board of Supervisors adopted an ordinance on April 29, 2025, amending Planning Code Section 333 to enhance public notification procedures for rezonings under the City’s Housing Element Rezoning Program. The amendment requires a 30-day mailed notice for any legislative rezoning to comply with RHNA obligations, regardless of area size, using a 5.5 x 8.5-inch postcard with clear fonts, a QR code, and a website address. Notice must include a map of parcels proposed for rezoning, a comparison of existing and proposed height and density limits with sample images, a description of the legislative process, instructions for submitting comments, and how to request meetings with the Planning Department. The mailed notice will be sent to property owners, residents, and commercial lessees of parcels within the rezoning area or within 300 feet of its boundaries, in addition to previously required recipients. The Zoning Administrator may no longer waive these requirements for duplication, and the Department must maintain a dedicated website with interactive tools and renderings of potential new development within 30 days of enactment.
