On May 2, 2025 the Board of Supervisors approved an ordinance amending the San Francisco Public Works Code to designate the Port of San Francisco as the exclusive authority to permit café tables and chairs, merchandise displays, seating, planters and other minor retail activations on sidewalks within City-accepted Port rights-of-way in the Mission Rock, Pier 70 and Potrero Power Station Special Use Districts. The new code removes these sidewalk encroachments from Public Works permitting, and vests the Port with responsibility for design review, permitting, inspection and enforcement of such retail activations, while coordinating with Public Works on other public-right-of-way activities. It also authorizes the Port to adopt detailed Retail Activation Guidelines and to delegate approvals to maintenance contractors or property owners’ associations as needed.
