Under Resolution No. 250263, the Board of Supervisors approved a second amendment to the grant agreement between the Department of Homelessness and Supportive Housing and Mission Action, extending the emergency shelter funding for 24 months from June 30, 2025 through June 30, 2027 and increasing the total not-to-exceed amount by $8,530,284 to $18,529,877. The original three-year contract (July 1, 2021–June 30, 2024; $8,738,572) and its first amendment (through June 30, 2025; $9,999,593) funded Mission Action’s Dolores Shelter Program at 1050 South Van Ness with 91 overnight shelter beds and support services including meals, case management, and wellness checks. This amendment covers an ongoing expansion to 152 beds by October 2025, funding construction, project management, architectural plans, permit expediting, furniture, fixtures, equipment, and increased operating costs. Mission Action will continue providing 6 pm–8 am emergency shelter to adults experiencing homelessness, offering hot meals, case management, document readiness assistance, and links to benefits and housing services. The amendment includes a 15 percent contingency, and authorizes HSH to make non-material modifications in consultation with the City Attorney. A fully executed copy will be filed with the Clerk of the Board within 30 days.
