The Board of Supervisors approved the second amendment to the grant agreement between Five Keys Schools and Programs and the Department of Homelessness and Supportive Housing to continue permanent supportive housing services at the Artmar Hotel, a 60-unit site for transitional aged youth at 433 Ellis Street in San Francisco. The amendment extends the grant term by 24 months to June 30, 2027, and increases the not-to-exceed grant amount by $4,857,296 for a total of $13,912,633. The original June 2021 agreement funded property management and support services, including 24/7 front-desk staffing, lease management, and voluntary case management at a 1:20 ratio. A first amendment extended the term through June 30, 2025, with a $2,350,973 increase. This second amendment secures funding for ongoing rent collection, building maintenance, wellness checks, benefits advocacy, and community programming. One hundred percent of new funding is drawn from Proposition C Gross Receipts Tax. The amendment also authorizes the Department to approve non-material modifications without further Board approval. Charter Section 9.118 requires Board approval for any increase over $500,000. This ensures uninterrupted services while HSH prepares a competitive solicitation for PSH providers.
