On February 11, 2025, the Port Commission approved acceptance of Phase 1 horizontal infrastructure constructed by Seawall Lot 337 Associates, LLC. This included China Basin Park open spaces, non-standard streetscape improvements, and associated utilities. The Commission also authorized a 15-year Park Lease and Loan Agreement for operations and programming of China Basin Park, and a 15-year Paseos and Open Space Management Agreement to fund maintenance of Port assets in Public Works rights-of-way. In addition, no-fee utility licenses were approved for PG&E gas and electrical lines, and a license for Mission Rock Utilities to operate district energy and recycled water systems.
