On February 11, 2025, the Port Commission approved acceptance of Phase 1 horizontal infrastructure constructed by Seawall Lot 337 Associates, LLC. This included China Basin Park open spaces, non-standard streetscape improvements, and associated utilities. The Commission also authorized a 15-year Park Lease and Loan Agreement for operations and programming of China Basin Park, and a 15-year Paseos and Open Space Management Agreement to fund maintenance of Port assets in Public Works rights-of-way. In addition, no-fee utility licenses were approved for PG&E gas and electrical lines, and a license for Mission Rock Utilities to operate district energy and recycled water systems. The Commission consented to the SF Giants commemorative paver sponsorship and initiated City legislation for acceptance and dedication of all public infrastructure.
