The zone covers specified portions of 18th, Castro, Market, Church, 14th, Noe, and 16th Streets, including sidewalks and rights-of-way, and clarifies the boundaries of the existing Arena Entertainment Zone. The ordinance authorizes outdoor consumption of open alcoholic beverages during approved Entertainment Zone Events, requiring purchases only from ABC-licensed premises or special event permit holders within the zone. Events not involving street closures are exempt from SFMTA street-use permit requirements under Transportation Code sections 6.6, 6.16, or Division II Section 206. Outdoor alcohol service is permitted daily from noon to 11:59 p.m., subject to applicable ABC license, Management Plan, or Downtown Activation Permit limitations. The Planning Department’s CEQA determination has been affirmed and the ordinance takes effect 30 days after enactment.
