This ordinance establishes the 600 Townsend Street West Special Use District (SUD) as an overlay to legalize the building’s long-standing office use on all five floors. It principally permits office uses on every level and waives or reduces requirements for bicycle parking, open space, streetscape, Transportation Demand Management, and impact fees. Impact fees are set at 2012 Eastern Neighborhoods Legitimization Program rates, adjusted for inflation with a 33% reduction and no further waivers allowed. The SUD corrects clerical errors in Planning Code Section 803.9’s vertical controls and recognizes existing infrastructure under the underlying UMU zoning. The Planning Commission and Board approved findings affirming a CEQA exemption, General Plan consistency, and public necessity, convenience, and welfare.
