This resolution authorizes the Mayor, Mayor’s Chief of Staff, senior infrastructure and development staff, officers and employees of the Office of the Mayor, Recreation and Park Commissioners, and key Recreation and Park Department leadership to solicit private donations for the India Basin Waterfront Park Initiative from nonprofits, foundations, and grantmakers for a period of six months, notwithstanding the Behested Payment Ordinance. The solicitation authority extends to the RPD General Manager, RPD Partnership Division staff, RPD Director of Capital and Planning, India Basin Project Manager, and the Equitable Development Plan Manager. The India Basin Waterfront Park Initiative is a $200 million public-private partnership between RPD, the Bayview-Hunters Point community, the Trust for Public Land, San Francisco Parks Alliance, and A. Philip Randolph Institute to combine the existing India Basin Shoreline Park and the 900 Innes site into a unified 10-acre waterfront park. To date, RPD has secured approximately $150 million in public grants and $48 million in private commitments, but an additional $7 million is needed to complete construction and deliver equitable development plan programs. The waiver enables these officials to legally solicit the remaining private funding needed to achieve project completion and community investment goals.
