This ordinance amends the San Francisco Administrative Code to create the Castro Upper Market Entertainment Zone. It designates public streets, sidewalks, and adjacent premises along specified segments of 18th Street, Castro Street, Market Street, Church Street, 14th Street, and Noe Street as an official Entertainment Zone under California Business and Professions Code Sections 23039.5 and 25690. The new zone allows licensed premises to sell and permit outdoor consumption of alcoholic beverages during authorized events between noon and 11:59 p.m. on any day of the year, without requiring a separate Downtown Activation Permit. The ordinance clarifies that if an event does not require full street closure, organizers need not obtain an SFMTA street‐use permit. It also reaffirms CEQA compliance and updates language to align with existing Arena Entertainment Zone definitions. The amendment ensures all open alcoholic beverages consumed within the zone must be purchased from adjacent, ABC-authorized establishments. These changes provide clear boundaries, event protocols, and regulatory consistency for outdoor dining, block parties, and community gatherings in the Castro and Upper Market corridors.
