The Board of Supervisors approved a Conditional Use Authorization to allow a social service facility exceeding 6,000 square feet operated by Friends of the Children – SF Bay Area at 4100 3rd Street. The project converts an existing two-story-over-basement, mixed-use building with eight group housing units on the second floor into approximately 6,123 square feet of social service facility use, including an outdoor activity area. The decision incorporates the Planning Commission’s findings of consistency with the General Plan and the eight priority policies of Planning Code Section 101.1. It authorizes the new use within the NCT-3 (Moderate Scale Neighborhood Commercial Transit District), Third Street Alcohol Special Use District, and 65-J Height and Bulk District. The authorization maintains the ground-floor commercial flexibility of the building while shifting second-floor housing to youth mentoring and activity space. Friends of the Children – SF Bay Area will use the facility to provide one-on-one mentorship, group activities, and support services for Bay Area youth. No exterior alterations or additional floor area are proposed, preserving the existing building envelope. The conditional use trigger for any use over 6,000 square feet in NCT-3 ensures compatibility with neighborhood scale. Environmental findings under the California Environmental Quality Act were adopted by reference. The approval will enhance community services in a transit-rich corridor.
