This ordinance establishes the 600 Townsend Street West Special Use District (SUD) on Assessor’s Parcel Block No. 3783, Lot No. 008 to legalize longstanding unpermitted office uses by principally permitting office uses on all floors and waiving or reducing various development controls and fees. The SUD overrides the vertical office controls of Planning Code Section 803.9 and caps impact fees at the 2012 Eastern Neighborhoods Legitimization Program rates adjusted for inflation, including the 33% reduction in Section 403. It reduces the open space requirement to a maximum of 2,600 gross square feet for office use changes, waives Class 2 bicycle parking and streetscape/pedestrian improvement requirements, and exempts the Transportation Demand Management plan. Impact fees are set at $0.99 per sq ft for child-care, $7.94 per sq ft for the Jobs-Housing Linkage Program, and $1.87 per sq ft for the Transportation Sustainability Fee. The ordinance affirms the Planning Department’s CEQA determination and findings of consistency with the General Plan and Planning Code priority policies. Upon Board approval on April 15, 2025, the ordinance becomes effective 30 days after enactment.
