This ordinance amends the General Plan to reduce commercial development requirements within the Central SoMa Area Plan and the Transit Center District SubArea Plan. The primary goal is to address the city's housing shortage and high office vacancy rates by allowing greater flexibility for residential development. Specifically, it removes the mandate that new development on large parcels in the Central SoMa Plan area must include at least 50% commercial or non-residential space. Additionally, it revises the Transit Center District SubArea Plan to encourage and permit non-residential uses on major opportunity sites, rather than limiting non-commercial uses to reserve space for job growth. This change aims to foster a more balanced, 24-hour neighborhood. The Planning Commission recommended approval of these General Plan amendments on November 7, 2024.
