This initiative responds to the post-pandemic shift in work models, leading to high office vacancy rates in SoMa, and seeks to address the city's ongoing housing crisis. By removing development barriers, the ordinance intends to enhance the feasibility of large-scale residential projects and foster a more vibrant, 24-hour urban environment in downtown San Francisco.
