  • When: 2025/03/25
  • Address: Citywide, San Francisco, California
  • City: San Francisco
  • State: CA
  • Category: Zoning Code Modification
  • Subcategory: Definitions update
  • Asset Class: Specialized Housing
  • Property Type: Non-Congregate Shelter
  • Planning Department: True

This ordinance amends the Planning Code and Building Code to permit tourist hotels and motels to be used for “Interim Housing” for persons experiencing or at risk of homelessness. This use is allowed without abandoning or discontinuing the hotel's existing classification. It also amends Appendix P of the Building Code to remove restrictions that emergency housing must be located on city-owned or leased land. The ordinance ensures that hotels and motels used for interim housing will retain their tourist use designation and occupancy classification, and are exempt from certain development standards applicable to new residential uses and impact fees. The initiative aims to utilize underutilized hotels and motels to address the city's shelter crisis.
