The San Francisco Board of Supervisors approved amendments to the Planning Code, allowing certain Below Market Rate (BMR) Owned Units to be resold at a price affordable to households at a higher Area Median Income (AMI) level. This ordinance also raises the qualifying AMI limits for BMR purchasers and requires that BMR units purchased with amenities and parking retain those elements upon resale. Periodic reporting to oversight bodies on AMI level adjustments is also mandated.
This modification supports existing BMR homeowners facing market challenges while preserving long-term affordability and expanding homeownership access for middle-income households.
