The City Council of Philadelphia enacted an ordinance authorizing the Director of Planning and Development and the Director of Commerce to apply for and accept various federal and state grants. This includes a Community Development Block Grant (CDBG) of approximately $44,299,290, an $11,262,626 HOME Investment Partnership program grant, a $9,559,541 Housing Opportunities for Persons with AIDS (HOPWA) grant, and a $3,861,521 Emergency Solutions Grant (ESG) from the United States Department of Housing and Urban Development (HUD). Additionally, the ordinance authorizes seeking grants from the Commonwealth of Pennsylvania, including up to $5,000,000 for blight prevention programs and up to $2,000,000 combined from the Keystone Communities Program (including Elm Street, Main Street, Façade and Planning, Public Improvement, and Accessible Housing grants). The Director of Commerce is also authorized to utilize the Section 108 Loan Guarantee Program up to $20,000,000. These applications and agreements are to be in line with the Annual Action Plan 2026.
