It introduces an 'AFFORDABLE HOUSING PROJECT' definition based on criteria such as Mixed Income Housing density bonuses, Mixed Income Neighborhoods Overlay District requirements, city/state/federal financing programs requiring affordability, redevelopment of surplus City property for affordable housing, or voluntarily recorded restrictive covenants ensuring at least 10% of units are affordable for 50+ years. The bill also revises permit application processing times, significantly accelerating review for affordable housing projects to 10 days for building and trade permits and 5 days for zoning permits. Additionally, it waives accelerated plan review fees and certain Zoning Board of Adjustment fees and surcharges for affordable housing projects, making it more cost-effective to develop such projects in the city.
