The City of Philadelphia is authorized to acquire from the Commonwealth of Pennsylvania a perpetual highway right-of-way easement of approximately 0.32869 acres at the intersection of Southampton Road and Roosevelt Boulevard for roadway and related improvements. Under the Easement Agreement, the City will pay $1.00 consideration and complete landscaping, trail and pedestrian entrance reconstruction, relocation of the Delaware Valley Veterans Home entrance sign, and roadway lane improvements to the shared state park access road. The grant of easement is conditioned on compliance with DCNR’s specifications and subject to existing encumbrances. The City Solicitor is empowered to finalize all necessary documents and impose protective terms. Following acquisition, the Department of Streets will maintain the easement area. This transfer facilitates public park access and pedestrian safety enhancements while integrating the roadway into City infrastructure planning.
