This resolution authorizes the Philadelphia Land Bank to transfer title to 100 Emily Street, 2315 S. Marshall Street, 518 Pierce Street, 2549 S. 3rd Street, and 2117 S. 6th Street in the 1st Council District for development of homeownership housing. Homes at 2315 S. Marshall Street, 518 Pierce Street, and 2549 S. 3rd Street will be eligible for participation in the Neighborhood Preservation Initiative’s Turn the Key program. The transfer is executed in accordance with Chapter 16-700 of The Philadelphia Code and Act 153 of 2012. The Land Bank Board determined that conveying these vacant properties is in its best interest to support affordable single-family housing. The resolution aims to revitalize underutilized parcels, stabilize neighborhoods, and expand homeownership opportunities. Participating properties will be sold to qualified developers under Land Bank requirements. The Turn the Key program will offer financial assistance and incentives to eligible buyers. Conveyance documents will include conditions ensuring development of single-family homes within defined timelines and quality standards. This act aligns with the Council’s broader anti-blight and housing access strategies.
