This ordinance amends the Philadelphia Zoning Maps to reclassify a mixed commercial and industrial block bounded by Federal, 13th, Wharton, and Broad Streets to a uniform RSA-5 single-family residential zoning classification. Under the existing Map A, portions along Federal Street and Wharton Street were zoned CMX-2, and a mid-block section along Latona Street was zoned ICMX; the proposed Map B consolidates the entire area under RSA-5. The amendment removes industrial commercial mixed-use allowances from the ICMX parcel and aligns every lot with the low-density residential standards of RSA-5. Map changes along Federal and Wharton preserve the existing CMX-2 zones while converting the former ICMX area on Latona Street. Section 1 invokes Section 14-106 of the Philadelphia Code to authorize the zoning designation changes, and Section 2 sets the effective date upon adoption. No additional incentives, financing mechanisms, or development conditions are included.
