The City Council of Philadelphia adopted Ordinance No. 250244, which repeals seven prior ordinances approved on December 23, 2024, that authorized property acquisitions, lease agreements, street vacations, right-of-way encroachments, Tax Increment Financing (TIF) district amendments, and Neighborhood Improvement District (NID) amendments for the development of a new arena for the Philadelphia 76ers. By repealing Bill Nos. 240966 through 240970, 240963, and 240973, the ordinance removes prior authorizations to acquire fee simple title to parcels at 1001-1025 Filbert Street and 1001-1019 and 1025 Market Street; to ground lease the Arena Site to the Philadelphia Authority for Industrial Development; to consent to sublease and development agreements with CBL Arena LLC; to vacate and amend the City Plan for Filbert and Tenth Streets; to allow CBL Arena LLC to construct and maintain encroachments; and to amend the Gallery at Market East TIF District and the Gallery Neighborhood Improvement District. The ordinance takes effect immediately upon enactment, nullifying all related agreements and project approvals previously granted. This action effectively halts the authorized public-private partnership and incentive mechanisms previously established to facilitate the arena project.
