The New York City Department of City Planning submitted an application for the Midtown South Mixed-Use Plan, which involves comprehensive amendments to the Zoning Map in Manhattan Community Districts 4 and 5, Council District 3. The plan aims to eliminate the existing Special Midtown District (MiD) and Special Garment Center District (GC). It proposes reclassifying several M1-6 and M1-6D districts to new mixed-use zoning districts, specifically M1-8A/R11, M1-8A/R12, and M1-9A/R12. Additionally, the plan establishes a new Special Hudson Yards District (HY) and a Special Midtown South Mixed-Use District (MSMX). This broad rezoning initiative seeks to modernize the zoning framework, promoting a more flexible and integrated urban environment that supports both commercial and residential uses in a key area of Manhattan. The application was approved by the Committee on Land Use on August 6, 2025, with modifications and referred to the City Planning Commission.
