New York City Amends Administrative Code to Require Demolition Documentation and Violation Correction Reports for Residential Buildings

This local law amends the administrative code of the City of New York. It mandates that property owners seeking to demolish a residential building after a vacate order must submit documentation detailing the steps taken to correct any unresolved violations associated with that order. Failure to provide such documentation will result in the denial of the demolition application. Additionally, the law requires the Department of Buildings (DOB) to submit and conspicuously post an annual report by July 15th on its website. This report will detail the time elapsed to correct violations in certain residential buildings, specifically those classified as occupancy groups R-2 or R-3, for which a notice of violation was issued in the prior calendar year that included an order to certify correction. The report must include specifics such as the property address, violation class, issuance and correction dates, acceptance status of the correction certificate, total days from notice to accepted correction, and whether the violation remained uncorrected for more than six months. The bill was sponsored by numerous Council Members, including Jennifer GutiƩrrez, and was approved by the City Council on July 14, 2025.
