The New York City Council approved the ULURP application for the Carmen Villegas Apartments, a proposed 28-story residential building featuring 211 affordable senior housing units, including one superintendent's unit. The project, located in East Harlem, Manhattan, involves the acquisition and disposition of a city-owned property (Block 1638, p/o Lot 1 on East 110th Street) and significant zoning changes. Previously zoned R7-2 and R7B, the site will be rezoned to R9-1, establishing a Mandatory Inclusionary Housing area. The development will offer approximately 210 affordable rental units for seniors aged 62 and older, with incomes up to 50% of the Area Median Income, and will utilize Section 8 Project-Based Vouchers. Additionally, the building will include 7,138 SF of community facility space, intended for SAGE, an advocacy organization for LGBTQ+ elders. The project is designed with sustainable principles, including Passive House certification, solar arrays, geothermal energy, and flood resilience measures.
