The City Council approved a resolution for the Carmen Villegas Apartments, a 28-story affordable senior housing project in East Harlem, Manhattan. The project includes approximately 211 residential units, with all units designated as affordable for seniors (62+ years or older) earning up to 50% of the Area Median Income (AMI) and utilizing Section 8 Project-Based Vouchers. The decision involved a Zoning Map Amendment (C 250148 ZMM) to change the R7-2 and R7B districts to an R9-1 district, and a Zoning Text Amendment (N 250147 ZRM) to establish a Mandatory Inclusionary Housing area. Additionally, the project includes the acquisition (C 250150 PQM) and disposition (C 250149 PPM) of a city-owned property at East 110th Street (Block 1638, p/o Lot 1) for the development site. The development also features 7,138 square feet of community facility space for SAGE, an advocacy organization for LGBTQ+ elders, and is designed with sustainable features such as Passive House principles, solar arrays, and geothermal energy, and is flood resilient.
