The New York City Council approved a resolution for the Carmen Villegas Apartments, a 28-story senior affordable housing project located in East Harlem, Manhattan. The development, situated on a previously city-owned parking lot at 100 East 111th Street (Block 1638, p/o Lot 1 on East 110th Street), will create 211 affordable rental units for seniors, including one superintendent's unit, under the city's Senior Affordable Rental Apartments (SARA) Program. Key approvals included a zoning map amendment to change the existing R7-2 and R7B districts to an R9-1 district, and a zoning text amendment to designate the area as Mandatory Inclusionary Housing. The project also required the acquisition and subsequent disposition of the city-owned property. The building design emphasizes sustainability, incorporating Passive House principles, solar arrays, geothermal energy, and flood resilience measures. It includes 2,012 SF of indoor amenity space, 2,823 SF of outdoor amenity space, and 7,138 SF of community facility space, with a portion slated for rental by SAGE, an organization supporting LGBTQ+ elders. The applicants and development team comprise the NYC Department of Housing Preservation and Development, Ascendant Neighborhood Development, Xylem Projects, and Urban Builders Collaborative.
