This local law, Int. No. 810-A, was enacted by the New York City Council, requiring the Mayor or a designated agency, in cooperation with the New York City Housing Authority (NYCHA), to conduct a feasibility study. The study focuses on the temporary use of vacant commercial spaces within NYCHA developments by businesses owned by public housing residents. It must be completed by July 1, 2027, and will assess factors such as the availability of vacant commercial spaces, appropriate temporary occupancy periods, financial considerations (including rent payments), opportunities for coordination with existing economic programs for NYCHA residents, and potential liabilities for NYCHA and the City. Furthermore, the study is required to include recommendations for implementing a program to facilitate the use of these spaces for resident-owned businesses. The report of the study will be submitted to the Speaker of the Council and the Mayor and posted on the city's website.
