The New York City Council adopted Resolution 960, approving the expenditure of payments in lieu of taxes (PILOTs) to fund significant infrastructure development over the Western Rail Yards (WRY) within the Hudson Yards Financing District. This resolution aims to support the construction of new housing, particularly affordable housing for lower-income New Yorkers, and further develop the HYFD into a new neighborhood. The approved "WRY Project" encompasses several key infrastructure elements: the construction of a platform over the WRY, the development of approximately 6 acres of open space, and the construction of an approximately 120,000 square foot K-8 public school designed to accommodate around 750 students. Additionally, it includes payments to the Metropolitan Transportation Authority (MTA) for rent and site acquisition. The resolution amends the definition of "Hudson Yards Infrastructure Project" in previous agreements to include the WRY Project, enabling the Hudson Yards Infrastructure Corporation (HYIC) to secure future borrowing for these developments. Financial support for the WRY Project is contingent upon a closing by the project sponsor for an initial commercial building, including a signed lease with an anchor tenant, and a completion guarantee for the building delivered to the MTA.
