The City Council approved Local Law 99-B to amend the New York City Administrative Code by creating curbside overnight truck parking sections in Industrial Business Zones. The law requires the Department of Transportation to establish commercial-vehicle-only parking areas active for at least 10 continuous hours overnight and inactive between 8 a.m. and 6 p.m. Prior to designating any zone, DOT must notify and consult with community boards and council members and conduct outreach to area businesses and truck drivers. Annual reporting on the program’s effectiveness in reducing improperly parked commercial vehicles is mandated. The program will expire after five years. The law takes effect 180 days after becoming law.
