The City Council approved a 34-year and one-month additional period of partial Article V real property tax exemption for the West 104th Street affordable housing project (Block 1839, Lot 45; Block 1840, Lot 5) in Manhattan’s Community District 7, retroactive to June 17, 2021. Under the resolution, the Owner, West 104th Street LLC, will pay $15,421 for the stub period ending June 30, 2021; $370,315 for July 1, 2021–June 30, 2022; $409,652 for each of the fiscal years 2022–2023, 2023–2024, and 2024–2025; and thereafter a Contract Rent Differential Tax subject to a 17% cap of contract rents or full tax liability. The exemption applies to the land and existing buildings, requires execution of a Regulatory Agreement, waiver of other tax benefits, and continued compliance with Article V, the Redevelopment and Regulatory Agreements, and the Section 8 Housing Assistance Payments contract. HPD will also oversee a 30% set-aside for formerly homeless households, capital repairs including water service upgrades and Aging-in-Place improvements, and free in-unit broadband installation.
