The City Council approved the amendment of the Payment-in-Lieu-of-Taxes (PILOT) Agreement to authorize the expenditure of PILOT revenues for infrastructure development over the Western Rail Yard in Hudson Yards. The resolution expands authorized uses to include a platform over the Western Rail Yard, approximately six acres of open space, a 120,000 square foot K–8 public school with approximately 750 seats, and payments to the MTA for rent and site acquisition. The approval is conditioned upon a closing by the project sponsor with an anchor tenant, delivery of an MTA-required completion guarantee, a HYIC Board determination that projected revenues will cover related debt service, and a mayoral finding that the project serves the public interest. Actual financing remains subject to HYIC’s final bond issuance decisions.
