City Council held a hearing on the Atlantic Avenue Mixed-Use Plan (AAMUP) on March 27, 2025 to consider rezoning the one-mile corridor of Atlantic Avenue through Crown Heights, Prospect Heights, and Bedford-Stuyvesant. The plan replaces outdated industrial-only districts with new contextual mixed-use districts permitting residential, commercial, and light-industrial uses. It includes Mandatory Inclusionary Housing requirements to secure permanently affordable units and design controls to ensure new buildings are compatible with the adjacent neighborhood fabric. A companion transportation improvements program calls for a road diet, protected bike lanes, modular bus boarding islands, sidewalk expansions, and pedestrian safety enhancements. The hearing gathered extensive testimony supporting robust affordable housing, small business protections, and street safety measures. The Committee will report the application to full Council pending Mayor’s approval and final adoption.
