The City Council adopted the Atlantic Avenue Mixed-Use Plan (AAMUP), rezoning a one-mile corridor along Atlantic Avenue in Council District 35 from industrial (M1-2) and mid-density contextual (R6A/R6B) districts to a contextual R7A/C2-4 mixed-use framework. The rezoning replaces outdated manufacturing and lower-rise residential zones with higher-density districts that allow ground-floor retail, office, and light industrial uses while raising maximum FAR to 4.0 (6.02 with quality housing). It unlocks capacity for approximately 4,600 residential units, including over 1,400 permanently affordable apartments under Mandatory Inclusionary Housing. The plan establishes new street wall and tower-on-base building form standards, expanded sidewalks, curb extensions, and daylighting at intersections to align new development with neighborhood scale. It also mandates curb management rules for loading, bike parking, outdoor dining, and bioswales. Points of Agreement with DOT require immediate and long-term safety investments: a road diet from Flatbush to Nostrand Avenues, protected bike lanes, pedestrian refuges, modular bus islands, and upgrades to the Underhill Bike Boulevard and Underhill Plaza.
